WBJC 91.5 FM Privacy Policy

WBJC 91.5 FM ("WBJC," "we," "us") is a public radio service of Baltimore City Community College, an agency of the State of Maryland. This policy describes what information we collect when you use WBJC's website (wbjc.com), our audio streams, our mobile and app-based listening services, our email communications, and our online membership and donation services (together, the "WBJC Services"), and how that information is used, shared, and protected.

This policy is modeled on the State of Maryland's central website privacy statement and adapted to reflect the specific services WBJC provides as a listener-supported public radio station.

This policy applies only to the WBJC Services. It does not apply to external websites we link to, or to third-party platforms (such as podcast apps, smart speakers, TuneIn, or social media) through which you may access WBJC content. We encourage you to review the privacy policies of any third-party service you use.


Part I — Our Website and General Practices

1. Information collected automatically

When you visit wbjc.com or listen to our streams, certain information is collected automatically through server logs and similar technologies. This may include your Internet Protocol (IP) address, browser type and device information, the date and time of your visit, the pages you view or the streams you play, and the website that referred you to us.

We use this information to operate and secure the WBJC Services, understand how they are used, and improve our programming and digital offerings. Specifically:

Audience analytics. We use Google Analytics and Chartbeat to understand aggregate visitor traffic and reading behavior on our website. These services use cookies and collect information such as pages visited, time on page, and approximate location derived from IP address. Our analytics are configured for aggregate measurement; advertising-personalization data features are disabled. You can opt out of Google Analytics using Google's browser add-on (https://tools.google.com/dlpage/gaoptout) and limit both services through your browser's cookie controls. Because our website is hosted on NPR's Grove platform (see Section 8), certain analytics are also collected at the platform level to support station digital services.

Spam and security protection. Our website forms use Google reCAPTCHA to protect against spam and abuse. reCAPTCHA collects device and usage information to distinguish human visitors from automated traffic, subject to Google's privacy policy.

Sponsorship banners. Underwriting and sponsorship messages on wbjc.com are delivered using Google Ad Manager, which uses cookies and similar technologies to serve and measure sponsorship messages. WBJC is a noncommercial public radio service: our sponsorship is underwriting, not interest-based advertising, and impressions are reported to sponsors in aggregate.

Social media features. Some pages include embedded social media features (such as Facebook content), which load code from the social network. When a page containing these features loads, the social network may receive technical information such as your IP address and browser details, and may associate your visit with your account if you are logged in to that network. These features are governed by the privacy policy of the social network providing them.

Platform and content delivery. Our site is delivered using content delivery networks and infrastructure services — including NPR's platform CDN, Cloudflare, and Google Fonts — which necessarily process your IP address and connection information to deliver pages, fonts, and media.

2. Streaming and listening measurement

Our live audio streams are delivered by Cirrus Streaming (SecureNet Systems), our streaming provider. Like any internet service, stream delivery necessarily involves your device's IP address and connection information.

We use Triton Digital's Webcast Metrics service to measure our streaming audience. Triton collects technical information about listening sessions — such as IP address, device or player type, and session start and duration — which is used to produce aggregate audience measurement reports, similar to broadcast ratings. WBJC uses this information in aggregate form; we do not use it to identify individual listeners. 3. Information you provide to us

You can use most of the WBJC Services without providing any personal information. We collect personal information only when you choose to provide it, such as when you:

Make a gift or become a member. Donations are processed through our fundraising platform, Allegiance Fundraising Group. When you give, we collect information such as your name, mailing address, email address, phone number, and gift details. Payment card information is submitted directly to our payment services provider over an encrypted connection; WBJC does not store payment card numbers on its own systems. Our donation pages do not carry advertising tags, social media trackers, or marketing analytics; the only third-party services on those pages support page delivery and performance.

Sign up for email. Our email newsletters and communications are managed through Mailchimp (Intuit Mailchimp). As we complete our transition to Mailchimp, some email signup forms and lists remain with our prior provider, Constant Contact. You may unsubscribe at any time using the link in any message.

Contact us. When you email the station, submit a form, or request information, we collect the information you choose to include.

We use this information to process your gifts, provide donor benefits and tax acknowledgments, send communications you have requested, respond to your inquiries, and keep records necessary to operate the station.

4. Our commitment regarding your information

It is WBJC's policy not to rent, sell, swap, exchange, or trade the names, email or mailing addresses, phone numbers, or any other information our listeners and members provide to us with any other organization.

We share personal information only:

With service providers working on our behalf — such as Allegiance (donor services), Mailchimp and Constant Contact (email), Cirrus/SecureNet and Triton (streaming and measurement), NPR (digital platform services, described below), and our payment services provider — who are permitted to use it only to provide services to WBJC;

Within Baltimore City Community College and the State of Maryland as necessary to carry out official duties, such as financial auditing and reconciliation;

As required by law, including the Maryland Public Information Act, subpoenas, or other legal process; and

To protect the WBJC Services, our listeners, and our staff from fraud, abuse, or security threats.

5. Public records notice

Baltimore City Community College is an agency of the State of Maryland. Records of the College, which may include correspondence you send to WBJC by email or through our website, may constitute public records subject to inspection and disclosure under the Maryland Public Information Act (Md. Code, General Provisions § 4-101 et seq.), except where an exemption applies. Please keep this in mind when deciding what information to include in correspondence with the station.

6. Children's privacy

The WBJC Services are intended for a general audience and are not directed to children under 13. We do not knowingly collect personal information from children under 13. If you believe a child has provided personal information to us, please contact us at the address below so we can delete it.

7. Security

We use reasonable administrative, technical, and physical safeguards designed to protect the information we collect, and our service providers are expected to do the same. Online donations are transmitted using industry-standard encryption. No method of transmission or storage is completely secure, however, and we cannot guarantee absolute security.


Part II — Our Digital Platform Partners

8. NPR digital platform (Grove) and public media sign-on

WBJC's website and station app experience are provided through Grove, a digital publishing platform operated for public radio stations by NPR. Because our site and app are hosted on Grove:

Technical and usage information described in Section 1 is collected on infrastructure operated by NPR and its platform vendors on WBJC's behalf.

Certain features provided directly by NPR — such as the NPR app, NPR accounts, and NPR-operated services — are governed by NPR's own privacy policy (https://www.npr.org/privacypolicy), which is separate from this policy.

If you create an account or sign in using the public media single sign-on shared by NPR, PBS, and participating stations, your email address and certain profile and usage information may be shared between WBJC and NPR in accordance with this policy and NPR's privacy policy, in order to provide you a signed-in experience across public media services.

WBJC may provide limited listener and member information to NPR so that NPR can provide services on our behalf; NPR's use of that information for WBJC's purposes is governed by this policy.

9. Third-party listening platforms

WBJC's streams and programs may be available through third-party platforms such as smart speakers, TuneIn, podcast apps, and similar services. Those platforms collect information under their own privacy policies, which WBJC does not control.


Your Choices

Cookies. You can block or delete cookies through your browser settings; core site functions will still work.

Analytics. Use Google's opt-out add-on to prevent Google Analytics data collection.

Sponsorship messages. Sponsorship on wbjc.com is delivered on an aggregate, non-personalized basis; blocking cookies does not affect your access to our content or streams.

Streaming measurement. Triton Digital offers an opt-out for its measurement services through its privacy page.

Email. Unsubscribe from any WBJC email using the link provided in each message, or contact us directly.

Donor records. You may contact us at any time to review or correct your membership information, change your communication preferences, or request that your name not be included in on-air or printed donor recognition.
